The Guideline was first published in 2007 and has been updated in September 2018 with reference to the amendments to Recommendation 8 of the Financial Action Task Force. The Guideline aims at assisting charities, including non-profit organizations, in understanding the potential terrorist financing risks they may have. Relevant legal requirements and obligations, together with best practices and procedures to safeguard charities from being misused for terrorist financing are covered. A suggested Checklist is also available at the Appendix to the Guideline as a quick pointer for NPO's reference.
