Internal control is an essential element in organizational governance. It provides safeguard for organizations’ operations and mitigates key risks in their mission’s pursuit. While NGOs have awareness of the importance of internal control, they vary greatly in the mastery of the knowledge and its implementation. In this connection, the Council, in collaboration with Ernst & Young (EY), is going to develop a toolkit on internal control for NGO governors’ reference.

As the first step, focus groups will be conducted to understand the general situation of practicing internal control. Board / committee members and senior management of agency members of HKCSS are invited to participate in the focus groups to share their perceptions of internal control, as well as the actual practices in their organizations.

NGOs participated in the focus groups will have the opportunity to join the subsequent pilot exercise and workshops, facilitated by EY, where in-depth discussion with their professionals regarding internal controls can be made.
