Seminar on Governance Responsibilities & Risk Management under the Lump Sum Grant Subvention System

Co-organized with GAME (Governance and Management for Excellence) for Public Benefit, the seminar on “Governance Responsibilities & Risk Management under the Lump Sum Grant Subvention System” was held with success on 25 January, 2018.

Mr Kennedy Liu, Vice-Chair of HKCSS welcomed the speakers and representatives of NGOs.

 

   
Mr Benjamin Tang, Former Director of Audit and Chairman of Operations Review Committee of the ICAC   Mr Benjamin Tang, Former Director of Audit and Chairman of Operations Review Committee of the ICAC, shared on the topic “Review of governance responsibilities, decision making and monitoring”. He shed light on the roles and composition of a board, as well as highlighting Audit Commission’s audit criteria on maintaining good governance. 
     
Mr Tai Keen-man, Vice-Chairman of Neighbourhood Advice-Action Council   Mr Tai Keen-man, Vice-Chairman of Neighbourhood Advice-Action Council, shared the agency’s board handling, learning, and reflection on the recent financial crisis.

 

 

 

Dr Stephen Fisher, board member of Unison and Hong Chi Association   Dr Stephen Fisher, board member of Unison and Hong Chi Association, shared his views on “Risks incurred by LSG and the monitoring role of NGO boards”. He suggested that governors should pay attention to three types of risks within the organization, namely financial risk, political risk, and reputational risk.

Dr Ivan Yiu Tze-leung, Community Services Secretary of Tung Wah Group of Hospitals, spoke on his experience in financial risk management and the collaboration with governors.

Four speakers and two hosts  

The four speakers shared their views and experience on governance under the Lump Sum Grant Subvention system. Facilitated by the two hosts, speakers and participants had a fruitful discussion during the seminar. From the left:
